Are you using the tractor now? Here is what worked for me...I could get the bolts loose....so with the bolts loose ,leave them in the tractor wind a loop of wire around each one so you cant lose them....as you drive the tractor - working and jerking they came loose....didn't cost anything and got rid of a few loads of cow manure......watch the wheel carefuly!!!!!!
