Have had a little expierence with that stuff. If you have just a little it is tire talc. If the tire is chuck full it is powdered lead. Also if it is powdered lead the valve stem will be a slightly goofy arangement. Will have a big nut screwed on to a stem on the tube that will have the same thread as a male garden hose. Watch out that stuff is HEAVY HEAVY HEAVY!!!!!!!!!!!!. My experience is with a Melroe M200 loader (pre skid steer). This stuff was a factory option on these. Drive tire is 7.60 X 15. I am a pretty big boy and I couldn't lift the tire in the back of a pickup. I know it was used in tractor rears but figured it would double the weight on it's own. I removed it by sucking out with a shop vac. Took me quite a while for just that small tire. Would guess the only good way to get it out of a Tractor rear would be to cut the tire. Make sure to use the proper resperation equipment however you remove it. Got no good advice as to disposal. jt
