Are you sure your timing is correct and fireing to the proper cylinder? As you go around the mag the spark plug wires should fire 1 3 4 2 This sounds like an easy fix but I have bought more than one tractor that wouldn't run and had the wires misplaced. Too make sure they are in the correct place as far as number 1 cylnder goes. Take #1 spark plug out and put your thumb over it's hole as you turn the engine by hand. As the compression builds you will know, as air will leak around your thumb. Is the #1 sparkplug firing when the #1 piston is at the top of it's stroke? Fuel is getting to the carborator. Is it getting past the needle valve? Does it flood if you crank the engine when choking? If not then check the float and needle valve for sticking and propper settings. Too, check and make sure your plugs are all clean and free of rust, dirt and moisture. Good luck. These are the first steps I use on an old tractor that is not starting.
