It sounds like you need to adjust that spring. It controls the hydraulics. It has been a lot of years since I have had to adjust one and I do not have a book here to look it up but too far one way you get what you have now and too far the other way and it will hang up. I would guess that you will want to soak it good with lots of penetrating fluid since it may not have been adjusted for a long time.
