Brad, I have never heard of a 9N with a locking differential. I don't believe that could be your problem. If both rear tires seem to be locked together, I would guess that something in your differential carrier is damaged such as the spider gears. Try jacking up the rear end and rotating the tires by hand to see what happens. I wouldn't drive it until I found out the source of the problem - if something is broken and gets caught between the carrier and the housing, BOOM - start looking for a new housing.
