An 8N doesn't have live hyds. So yes the pto has to be on for the 3 point to work. $3000 is a little much for an 8N unless it has new or almost new tires, and a good paint job. Most of the ones I see go for around $1500-2500. Also is it a side dist. or a front? Side mount dist. are worth a little more.
