Hesston 130-90 PTO won't engage

I have a Hesston 130-90 tractor which I bought used in October 2004 (about 3600 hours). All the mechanical systems checked out OK at at the time of purchase. I have not used the tractor in the winter, only started it a few times to keep everything moving. A couple of weeks ago I started it and engaged the PTO lever. The PTO would not spin (and it always had before, although with an audible whirring sound). To make a long story short, I tried to remove a side access plate on the right rear area of the tractor and also the PTO filter. The filter was completely blocked up with crud (plant material, some shavings). I cleaned the filter, hoping that"ll solve the problem. No such luck. I then decided to run the tractor and engage the PTO with the filter off (to see if the hydraulic fluid would pump out). Nothing. If anyone out there has any ideas / experience with this type of problem, I would appreciate any input. Thanks in advance.
