glow plugs

Is there a way to test glow plugs? I just got an older 3-cyl. International and have been having a hard time getting it started (And the air temp is in the upper 60's). It has the regular little coil that indicates when it's warm when you turn the key to "heat." The coil doesn't glow "red" though like I'm used to seeing. It turns over fine and I get whiteish exhaust as I'm cranking. I checked the fuel...it's fine, and when it finally fires it runs great. I'm ready to replace the glow plugs, but a wondering if I should just go ahead and change them, check them, or be checking something else???
