lst thing I would do is check to be sure the new cylinder is not by passing pressure, just because it's new don't mean it's good. Take hoses loose going to it and plug off controls. If it's the cylinder the lift will work now. When I had the same problem with lift from sitting a long time it was the pressure pop off valve. I can't remember the real name, but it's the one under the lift cover on top of diff. Did you crack loose the plug on external pump cover to see if it has pump pressure constantly, because theres a pressure relief valve down there on pump also. I'd bet my false tooth it's the one up top, but it could be lower one. I don't think it could be the pump.
