On the off chance this might help: Have you checked the valve clearances? I had a 13hp that would run great at idle and would speed up smoothly. BUt when load was applied it missed and stalled quickly, because the intake cam lobe was not fully made from the factory. Just enough lift on the intake valve to run the engine,[4thou lift] the valve barely moved when watching it. Installed a new cam and all was great, if you do change the cam, ithe new one had two timing marks on it[one wrong one right]as it fits different engines, just a assembly note, the engine/valves seize when the wrong mark is used. good luck
