If you're serious about farming for 20 years or so I recommend you take a look at something new. If you have to pay 15 or 20k for used and then spend who knows how much to keep it running (and it will always quit at the worst possible moment), why not pay a little more and get something new with a warranty to boot? Granted, your "new" tractor will be "used" in a short while, but at least it will have been used by you and you will know it's complete and total history. When it comes to chisel plowing, if you go to a 3 pt vs pull behind you will be amazed at how much less hp is required. Take a look at what Brillion has to offer. Good Luck to you and Welcome Home.
