Cleaning Fuel Tank

What is the best method for cleaning out a fuel tank that has been sitting nearly dry for years. I put some fuel in it but there's a lot of flakes coming out of it. I know they sell bottles of some acid etching for motorcycle tanks, but those bottles won't cover the size of a W6 tank. Anyone know where to buy larger bottles of it? Or is there another way I could get the tank clean? Thanks for any help you could give me.
