18 hp BS

I been working on a Craftsman 18 hp riding mower and need a little advice. The BS engine seems to be weak for it size.It cranks easy but doesn't pulll or rev up well. Starting the mower tends to weaken it. Pull the plugs and they are black in color..........Could it be running too rich?
The motor was just rebuilt 2 yrs ago. Could it be shot again?............TIA Hankd
