If it only smokes when the deck is engaged, you have something getting tight on the deck that is loading the engine. The tensioner pulley should not be enough to cause this. I would suspect a tight bearing in the center spindle as the outside spindles would most likely just cause belt slip. Try turning all three deck spindles by hand to check for a tight one. If you had engine problems that caused smoke, it would be more persistent than just when the deck is engaged. Those little motors all smoke pretty heavy under a load.
