'52 Moline

Hi fellows, I recently got my Moline running but have experienced a set back. It seems the bolt that locked down the distributor was loose and the dist. turned on me, knocking the timing out of whack. I can't seem to hit the right spot. Also, i'm not sure i have the points set correctly. I set them originally at 22 thousandths. Is this correct..? How would i determine TDC and where would the reference "notch" be ? I cannot see anything on the pulley to go by. Also, i had a needle and seat installed in the Tillotson carb that's on it but it seems to flood. I don't think the float is sticking. Any ideas...?
