You can raise compression by milling head only if it has a combustion chamber/ reducing chamber volume.On a diesel you will have to watch Valve protrusion spec ! .Porting and polishing will not have much effect, no manifold vacuum on diesel. The notion of knocking out rings comes from the fact if you have a tired engine and have some compression losses past upper end, then when upper is fixed , compression is increased and so is leakage past worn rings. Maybe increased blowby would be a result , but no damage to pistons or rings will be done from doing valve job . My 2 cents .
