Jerry, Check out a Fordson Major Diesel to see an example of this setup. I've seen it also on a Mercedes marine engine, and I suspect the Mercedes diesels in Thermo-King refrigeration units are the same. Understand that the purpose of the throttle is to measure engine speed, instead of using flyweights like most governors. On these engines, the throttle control is connected to the throttle plate. There is a vacuum line that runs from the intake manifold to the injection pump. As engine speed increases, the vacuum applied to the pump increases, which causes the injection pump to cut back on fuel. Obviously, this is not the most efficient system, since it requires restriction of the air intake at operating speed. But it is a simple system with very few moving parts.
