That split hub that is used to tighten the belt may not have been moved in many years. Take the locknut off the screw, and remove the screw. Get a small wire brush and a spray can of Gumout or similar carb cleaner. Spray some solvent into that hole where the setscrew was, then attack the visible threads in front of that hub to remove as much dirt as possible. Chances are the threads inside the hub are packed with dust that's had time to set up like concrete. TAP, do not CLOBBER the boss on the hub with a long drift punch and a hammer. As soon as it starts to move, move it the other way. Rock it back and forth, and start putting some good penetrating oil into the setscrew hole. Eventually, it will work free. When you put the new belt on, don't tighten it as tight as you can get it. They'll work fine when the seem a bit loose. Putting some grease on the threads of that hub will make this process easier when it has to be done again in another 20 years or so.
