Scott: I would NOT hook both brakes together on another persons tractor....because some may be adjusted allright when just SETTING still or NOT under a major braking load. I have seen some disk brakes than start braking and then SLAM into a lock mode. It seems that the left brake that has the locking leaver is subject to more wear\tear and I do not want to be surprised by that one side going into more of a lockup.. Also who says that equal pressure on each pedal will always give equal "braking power" ?? I have seen one side burned because of excess use trying to keep a mounted plow tracking straight and the links wer adjusted but it lacked braking power on one side due to overheating on that side..
