311 hayliner, timing out again!!!

I got it together and the knottoers were working fine, but the plunger stop keeps hitting the arm. I reset the timing 2 times today in the fields (lined up all the dots), but right as it is about to finish tying the bale, the shear pin snaps and the timing is out. I had to put an extra shim on the knotters so the gears wouldn't jump and they are working fine. I was wondering, the plunger stop is not flush when the plunger is all the way back, but it doesn't hit the plate and rubber stop. Does it need to be pulled back further and would the problem be that it is hitting the plunger while the needles are all the way out of the bale, but not all the way down yet? Thanks in advance.
