Log splitter engine

I have a log splitter with a briggs and straton engine, 5 HP 206 cc, that doesn't seem to have the compression to create enough vacuum to suck the gas out of the carb. Its hard starting and only runs a few seconds. A compression check shows about 40-45 psi, is that low enough to warrant a ring change?
