couple of different aspects to that question. Yes there is supposed to be a filter there. A Hydraulics shop should be abe to get it for you. I have seen where these resevoirs have a screen there also. If I remember right use engine oil in that resevoir. Now for the other side to the question. If you are going for a show only quality restoration take the power steering off and change it back to manual. Don't think IH ever used Charlynn unit as a factory installed power steering. That would be the reason the parts book didn't show any thing for your unit. As far as I know the first factory install of power steering on IH was a behlen units on the 400's These were plumbed into the factory hydraulics with a priority valve. A lot of the charlynn's were put on as after market but none were factory units. If you are restoring the tractor to use get the filter and use the same grade of oil you have in the engine and be happy. HTH jt
