There is a exception to the CDL rule for farmers but you can not paint a wide brush with it. While I think this case fits in some ways lets look at it. If you read the rule 383.3d you will see the exception is NOT for the farmer but rather for a driver of a farm vechical. This includes the farmer; employees; and family members. This would not wash if the truck does not have Farm tags. He would also be limited to 150 miles from his farm. This exception would only include the CDL. I think there is also a exception to DOT #'s for trucks with farm tags but do not quote me on that. Any truck (farm or not) would still have to follow scale and DOT safety inspection rules.
