That tractor has a CAV fuel system on it. If you look you will find a bleeder on the side and top of the pump. Open the one on the side and then the one on top. Do then one at a time and when you have fuel running out of them it should start. If not you may have to loosen the injector lines and crank until you see fuel then it should go. A fuel injection pump will not pump air.
