Rear Wheel Bolts

I have a couple of old Ferguson's, a TO-20 & 30. I am trying to replace the rear wheel bolts that attach the center disk to the rim. I am not sure these are original wheels, but they use an over sized hex head bolt that is 5/8 X 18 X 1". The hex head is 1 1/16" across the flats and taller than normal bolts (to be held by two bent up tangs...thus not requiring a wrench to be used at the head). I would like to replace the bolts with this original style, but am having difficulty finding them. Can anyone help me out???
