Seems to me that survey could have been planned from the git go to support a predetermined conclusion. To begin with 1.458 million cases were filed. They surveyed less than 2000. Out of those 2000 they conducted an in depth survey of less than 1000. Out of 75 districts they chose 5. They also mentioned that addiction and uncontolled gambling are considered to be legitamate medical conditions. Throw these two items out. Then take into consideration the number of people treated because of self inflicted injuries. Yes I know medical care is expensive. But to use this as a reason to explain the increase in the number of people who go bankrupt, while calling gambling and addiction a sickness, suggest to me perhaps there was a self serving purpose to this survey. The attention needs to be pointed to the fact, that the unresponsible attitude of most of the people who file needs to be addressed rather than sugesst the government needs to take over more responsibilities that people want to avoid.
