Bill, the only one who even comes close to being right here is txgrn. Do not attack a neighbor on spec. Leave her out of it completely and attack your REAL problem....the zoning guy. But be careful how you go about it. Example: This spring I decided to lower my mowable lawn from 2.5 acres to a somewhat lesser amount by no longer cutting a hill south of the house. A month ago a zoning guy came to the door and told my wife that "people were complaining" and that under the weed ordinance I had to mow my hill. The wife ( a sage veteran of zoning affairs) asked him what the ordinance number was. He said he had no idea but that while we were at it, we should put down some fertilizer and maybe prune the hedges a little more. She asked what the code number was on THAT. He didn't know. He said the wife had "issues" and that he would send a letter and it would be $500 per day fine until it was done. He refused to leave a card and left in a hurry. Let me mention that we have a beautiful home and maintain it. We went down to the township and looked up the ordinance. We found wording that excluded us and presented it to the guys boss. Turns out I did not have to cut that dangerous hill. The grass, which I intended to cut once in the heat of summer is long and lush and will stay that way. You should do the same. I'll bet there is no law against working on that tractor in your drive as long as it moves from time to time. Your best revenge against the neighbor is to prove her wrong first and leave the tractor where it is.
