The best way I have got cars to pass is to purchase " Guarantied to Pass" fluid at CTC. Add high octane gas drive at highway speed for 2-3 hours before the test. Go to a Emissions Centre who only do the tests and are always on time for the appointments. Merivale Road in Ottawa is the best I've seen and they will often do a re-test free if you are close the first time. The burnout fluid is usually the key if you have a dirty converter!
