The 2 stage clutch available on the John deere Dubuque tractors like this were available so that you could have a live PTO. Depressing the pedal half way down disengaged the wheel clutch, then the last half of the travel disengaged the power shaft. This allowed you to stop the wheel travel, but still have the bush hog or whatever still operating. It is a good system as long as it is adjusted and maintained correctly. It is a very delicate replacement job though. You have to install and align 2 complete clutch systems and then reconnect the 2 halves of the tractor. NEVER, ever force the halves of the tractor back together, as you will ruin 2 very expensive clutch systems if you hurry.
