You can probably run the finish mower with the lower hp, but just as an example, my JD 285 garden tractor has 18 hp, it only weighs 700 lb. Either of these tractors is at the low end of really usable hp. Sometimes we buy stuff, and say "i'm only going to do X with it" Then, other jobs come along, you know how that goes! To buy new, I would get every hp I could afford, I would rather have one just working along steady, rather than giving every thing it has just to mow in first gear.
