Sorry about your father. Does the tractor have a 4 cylinder gas engine (no diesel injection pump)? Is it "unstyled" (no grill, radiator with cast iron top)? Does it have a hand clutch or foot clutch? Answers to these questions would be a good start in pinning down model. As to the starting problem, does it have spark and is it getting gas to the carb?
