Three Point

I received email from a guy in Oklahoma whom had been a MF mechanic for years, (DEAN).
I was having trouble getting the threepoint hitch to lower and he advised me to take cover plate off side of tractor and manually move this roller on the Hyd pump and it worked!
I havn't used this tractor to mow lawns since that time.
Upon attempting to use the tractor this last weekend the 3-point did not work at all.It would not raise the mower or even move.
Anyone hava any Ideas?
