cub woes

i have an older cub,unsure of date,its been painted over,probably '60s.can anyone tell me how to troubleshoot starter/gen.it doesn't charge battery.it's an external,delco. also anyone have any suggestions for removing belt driven pto assembly on front of engine?set screws are really rusted in there.they are great machines! rich
