Looking for advice about AC model B

I'm looking for some advice on the purchase of a tractor. This will be my first tractor that I own, I'm new to the antique tractor craze but have finally found a tractor that I can afford (Two Baby boys, 22months and 2 weeks old,that eat you out of house and home don't leave a lot of extra money for toys). The ad reads "Antique Allis Chalmers needs restoring $800 disk included". I went to the owners housed and looked at the tractor I believe it is a model "B" late 40's or early 50's. The story is the tractor was the ladies ex-husband's grandfathers tractor. Her ex-husband "runnoft" several years ago and left the tractor (what a dummy). She nows nothing about the tractor including year or model except that it has been sitting under her lean to shed for about 15 years. 2 years ago her nephew put a battery in it and got it to start and drove it around the yard once. The tractor looks very greasy, lots of surface rust paint is about all gone and the tires are dry rotted, though still holding a little air, Tin is straight and complete. It comes with a pull type disk that has also been sitting in the same spot for 15 years but looks to be in good shape except for the surface rust. Questions!! Could this be a diamond in the rough? Is this a fair price?...she hinted that she may take less! Is it difficult to find a belly mower to fit it and how much would that cost? P.S. My oldest son (22Months) is crazy about tractors too just like his daddy!
