Need advice on 59 int 350 hydraulics

Hello,I've been having troubles with my hydraulic controls.It seems that whenever the engine is running,and the controls are in the nuetral position there is still pressure from the pump.After a min. or so of running the hydraulics begin to heat up.I've taken the regulator apart and replaced the o-ring and checked for burrs in the cylinder.Is there a kit I can buy to rebuild the entire controls,or does someone know what I might be overlooking.Thanks for any advice.
