The only way a cub can jump time is if someone removes the gears and reinstalls them incorrectly. If it has a distributor you can remove the distributor from the drive and turn the shaft a tooth or two and reinstall it to get it correct. If it"s a magneto you are going to have to pull the front cover. An idler gear runs off the crank and turns the governor gear, which drives the magneto. there are timing marks on these that have to be lined up for a mag to work. Ptobably someone in the past has had it apart and not gotten the gears timed correctly.
