Rick, There have been lots of good comments and here is my 2 cents. Get the weight distributing hitch. Get a good set of sway bars. Two bars. One for each side. Make sure they are tight. Also, if the trailer has one axle, a 3500lbs tractor is pushing the limits of how much the jeep is going to handle. If none of this helps I would suggest a bigger, esp. longer vehicle.
