Wet type steering brakes can come in either disc or band type. Now as to where to get material to line it it would depend on wether it was a wet type or a dry type to know what type lining you need. Better yet if you'll get me a make, model, and serial number I should be able to find out what your machine takes and where to get what you need. With new lining that then leads to the question as to how the lining is put on. If it's a bonded lining then you'll have to send them out to have new lining bonded on. If their riveted on then you'll need the proper tools to rivet the new lining on.
