JCB 3C mkII - steering problem

I recently acquired my fathers JCB 3C mkII. He purchased this machine new in 1979/80 and operated it until his recent death. Unfortunately his broad knowledge of this machine is now history and I am trying to keep the "old girl" running.
My problem is related to the steering. At high RPM's it is OK but at idle or low RPM it is almost impossible to steer. I have checked the hydraulic screen and it is OK. I have also swapped the steering cylinder with a spare one from another JCB we have for parts, still the same problem.
Does anyone have any suggestions? Does this machine have a separate steering pump?
