Odd tires on a Fordson

Was at the WMSTR steam show at Rolag Minn yesterday,and saw this odd small solid rubber tire setup on a Fordson tractor. It did not look to be somthing cobbled up,but a factory set of wheel discs and tires. The fronts also were small solid rubber tires. must have been made to run on a hard dry surface.
Anyone seen anything like this before and know what it was used for??
