The tractor you describe in not worth much, just about scrap price. Here is why in my opinion--all of what you list is pricey to fix, engine rebuild could go $1500. +, what with new pistons, bore, valves and seats, probably guides, and rod bearings using your own labor. Fixing up shot sheet metal is time consuming more than anything else and it usually shows thru the finish paint. Tires, well, expect to replace them but rear rims are $200. each. Then there is the biggie--WHAT ELSE that lies inside that you have not seen, oh say some broken teeth on a trans gear, probably the shifter end is worn ( most with hours on them are), radiator leaks, missing or dead parts on the fuel system. You get the idea. Yeah, it should be saved for parts but you can check the photo ads here and I think there are 2 same model listed and don't look too bad. So $100 to $300 would be good price. Just my thoughts HTH, George
