I think I messed up

I have 13.6 X 28 tires on my ford 850. Have been restoring it and have the tires/wheels off. There are industrial type wheel weights on the inside of the wheels 2 piece type weighing 223lbs. each. I bought new wheels did the reserch and a 13.6 tire should take a 12" wheel ok found two 12x28 wheels realy good price. got them home and guess what! the old wheels are 10x28. I found that the wheel weights are short or the wheel is too deep. How bad have messed up. the weights sit on the inside of the rim and with the wheel center in place there is 1 3/4" gap between the wheel lug and the wheel center. Can I make some spacers to go between the the two ? will that weaken the wheel? Thanks for your advice Jer Ok Allen heres your chance to get even !!!!
