This is my understanding, not saying it's complete or correct. The Humvee is classified as a weapon due to the way it was designed and it procured. Weapons are not sold surplus, therefore are rendered "unuable" before leaving as scrap. Typically, tank drives over them or a weight is dropped on them. However, there are some surplus Humvee's out there, at one time a lot got out through a loophole allowing trading assets, allowing the military base comanders to trade unused Humvee's to local contractors for work on their bases. Loophole has since been closed. Again, not sure, but that's what I had heard. As far as license, if it meets safety requirements, you can get a tag, just pay your money, get the inspection, jump through the hoops...goes for Humvee's or homebuilt cars.
