lift arms not lowering

It's a long story about a tractor I've spent too much on,but I like it. when i raise the arms on my 1945 2N they will not lower back down. The piston under the seat is free and when I remove the oil passage plug in the corner of the pan it releases the pressure and the arms fall. I removed all the valves in the pump and found none sticking. However i did not soak the valve bodies I simply rinsed them off and reassembled the pump to no avail. I still cannott get the arms to lower. They come up easily when even cranking the enging but will not lower. To my knowledge they did not work even before I bought the tractor. The PTO cover was on upside down as were the lift arms. I am almost finished with my restoration. Any insight would help. Have I just not gone far enough?
