Is that one of those briggs with a pulse pump on the carb? If it is then when you are riding on it the throttle is further open for a given engine speed than it would be when the engine is running unloaded or sitting on stands. When running with the throttle opened further the pulse pump is less effective and can not keep up with the fuel demand.

Try replacing the pulse pump diaphragm on the side of the carb and see if that works. You can buy them for a couple of bucks at any of the big box stores or any mower shop. It is a part that is very prone to fatigue and deterioration. That would be my guess......
