It is still borrowed money. Maybe we will have a 'Perfect Storm' series of events such as we had in the late 1990's and have a few years of budget surplusses and pay down on the national debt some, but it doesn't look like it will happen in the near future. And if you don't think it matters who holds them, just what do you think will happen if Asia (ie.. China, Japan) decide not to show up at the treasury auction or if, heaven forbid, they decided to sell some of the notes they already hold? One of two scenarios; US interest rates will skyrocket or the Federal Reserve will dramatically increase the money supply eroding the value. Take your pick; I personally believe it just makes sense to pay your bills as you go along and not turn debt into a 'crack habit'. Just my two cents worth.
