The PTO brake has more than likely failed. If it drives a load in 'off', the clutch discs are probably warped. 5000's from 1965 to 1973 used a brake pad, after June of 1973 used a band. The PTO clutch can be acessed by making a rear split between the transmission and rear axle center section. If the 5000 does NOT have Load Monitor, you can remove the hitch cover and upper rear PTO shaft to get the clutch and valve out. Chances of a stuck control valve are slim.
