1974 Cub 154 Low Boy CLUTCH

The transmission shaft spins even when the clutch has been fully depressed. The tractor has been sitting for about 1.5 years so I'm wondering if the clutch mechanism is frozen. Any way to adjust the clutch or perform any other service to it other than buying a new one?
