Bob.........Sounds like you really have some heavy resistance there. First question that comes to mind is this a parts store rebuild or did you do it? Almost sounds as if there is a short in the starter somewhere. Any smoke or funny smells while trying to start it? I'd seriously consider rechecking that starter. 6 volter's turn slow enough as it is compared to 12. No sense in bench testing it. Under no load seems that a person can never make it work hard. Make sure that the center shaft wiring's are not touching the wiring's that are bolted to the inside of the case. Rebuilt or not I think you'll find that to be your culprit.
