At idle, there is no tension on the governor spring. As you "throttle up", tension on the spring is increased to overcome the centrifugal force generated by the weights.

Therefore, if the spring breaks, the throttle position will return to idle.

However, if one or both weights get broken off, there is less (or none at all) centrifugal force to counteract the spring tension, and the engine will overspeed.

Also, if the governor fork gets damaged, or the needle thrust bearing fails, the engine can overspeed, out of governor control.
